Instructions

  1. Prepare Oven & Dish: Preheat oven to 190ยฐC (375ยฐF) and grease a 9×13 inch baking dish.
  2. Mix Meatballs: Combine beef, breadcrumbs, egg, onion, garlic, salt, pepper, oregano, basil, and 0.5 tsp paprika.
  3. Form Meatballs: Roll into 2-inch meatballs and arrange in the dish.
  4. Make Red Pepper Sauce: Blend peppers, cream, 1 tsp paprika, garlic, lemon juice, and salt.
  5. Swirl Sauce: Pour sauce over meatballs, creating swirls with a spoon.
  6. Make Topping: Combine panko, Parmesan, and melted butter.
  7. Add Topping: Sprinkle topping over the casserole.
